On the agenda: renovating the shelter, solving the problem of the growing pile of trash bags at the entrance, and a series of other fateful issues in the fabric of shared life. Just as the meeting is drawing to a close, one of the apartment owners casually mentions that he intends to rent out his apartment to someone dealing with mental health difficulties. "You mean a crazy person?" another tenant asks under his breath. "No," he replies, "a person coping with mental illness." From here the meeting loses its calm and erupts into a fierce, stormy clash between the neighbors. Old scores resurface, illegal balconies become weapons in the debate, and somewhere in the middle — no one knows exactly where — a rat is running loose, threatening to become the main character. A stormy comedy about neighbors, the stairwell, fear of the unknown, and the stigmas that come with it.
