On the agenda: renovating the bomb shelter, solving the problem of the growing pile of garbage bags at the entrance, and a string of other fateful matters in the fabric of shared life. Just as the meeting winds down, one of the apartment owners casually mentions he intends to rent out his apartment to someone dealing with mental health difficulties. "You mean a lunatic?" another tenant asks in a half-whisper. "No," he replies, "someone coping with a mental illness." From here the meeting loses its calm and erupts into a fierce, stormy clash between the neighbors. Old grudges resurface, illegal balconies become weapons in the argument, and somewhere in the mix, no one knows exactly where, a rat is running loose, threatening to become the story's main character. A turbulent comedy about neighbors, stairwells, fear of the unknown, and the stigmas that come with it.
